- Driving time limits
The Road Traffic Order and Safety Law 2024 sets a maximum driving time of 10 hours per day and 48 hours per week. Drivers may not exceed 4 consecutive hours behind the wheel, and must take at least a 15-minute break after every 4 driving hours. This regulation aims to reduce accident risks, enhance road safety, and protect drivers’ health. However, for urgent shipments or long-distance routes, carriers that lack expertise in vehicle scheduling may face delivery delays, directly affecting cargo owners’ business plans.
- Stricter weight control
Decree No. 168/2024/ND-CP imposes record-high fines ofup to VND 150 million for serious overloading violations. Alongside mobile weighing stations, several major highways and urban gateways have been equipped with automated weigh-in-motion systems and license plate recognition cameras, allowing violations to be detected and penalized remotely without the need for roadside stops. This makes it nearly impossible to “evade” inspections. For cargo owners, this means that if the carrier fails to properly manage vehicle loading, shipments might face the risk of being held back, causing delays or additional costs.
- Higher emission standards
From January 1, 2026, trucks manufactured from 2017 onward and registered in major cities such as Hanoi and Ho Chi Minh City must meet Euro 4 emission standards. By 2027, all newly registered vehicles must comply with Euro 5 emission standards. This regulation will restrict or ban older trucks, especially high-emission diesel vehicles, from entering city centers. Carriers that fail to upgrade their fleets in timemay lose access to critical urban markets, directly affecting their clients’ deliveries.
